Before a makes it to the ballots, it must survive potential developer veto.  The lawmaking page on atitd.com outlines a number of things that qualify for these vetoes.  Many sections of this draft constitute physicsvetoes (they violate the &amp;quot;physics&amp;quot; of egypt, allowing players to do things that are not possible) or techvetoes (they would be extremely complex / impractical to implement).  Also, there is a maximum length for laws (they must fit in the text box when you create your petition), and I believe the current draft here is quite a bit larger than that.&lt;br /&gt;
&lt;br /&gt;
Beyond that, Egyptians have traditionally (in previous Tales) been reluctant to grant broad powers to others that could significantly affect their gameplay experience.  In particular, I feel that the Judges being granted sweeping powers for &amp;quot;punishment&amp;quot; with no restrictions preventing their arbitrary use (other than a procedure to remove a Judge, which could take some time) is something that would make this very unlikely to pass as-is, assuming it made it to the ballot.&lt;br /&gt;

It may be more productive to break it into a small serious of laws -- one for appointing judges (possibly via a more simplified process less likely to techveto), then later laws empowering judges.&lt;br /&gt;

::More ideas welcome, while this would be nice, Demi-Pharaohs from tale 3 seemed to get a pretty big call out without having this ability. I do like this idea thou! But I think it will be vetoed. The way GMs get their calls is that all dev call go to the same board and GMs can see DEV calls, but are simply asked not to answer such calls. Clay is a fundamental and common resource in Egypt. It is gathered from clay patches found throughout the map. Look for terrain, often close to water, where the ground is cracked. A &amp;quot;clay&amp;quot; icon appears in the upper right corner of your screen when you are standing on a clay patch.&lt;br /&gt;
&lt;br /&gt;
To gather clay, click on the &amp;quot;clay&amp;quot; icon while holding at least one water in jugs. The image of the shovel in the icon is misleading. You do not need a shovel.&lt;br /&gt;
&lt;br /&gt;
Each time you gather clay, you will empty one of your water jugs. You cannot gather clay in the same spot twice consecutively, so after you gather clay, move a little bit until you see the &amp;quot;clay&amp;quot; icon again. To refill you jugs with water move to the edge of water and you will see a new blue icon in the upper right hand of the game window (screen) that looks like a jug pouring water. Click that icon and you will be asked how many. Enter in a number or click &amp;quot;max&amp;quot; and the jug(s) turn(s) into a &amp;quot;water in jugs&amp;quot;.&lt;br /&gt;

About 10% of the time, gathering clay will also get you a piece of flint.&lt;br /&gt;

To grow garlic, plant it in sandy ground, water it, and every time the plant grows larger water it again, until it has reached the largest size, which may be harvested.&lt;br /&gt;
&lt;br /&gt;
Note: I've only grown Garlic in one spot (sandbank by a lake in CCR), and the yield was always 2 garlic, 1 garlic seed.&lt;/div&gt;</summary>
