This petition is being proposed to deal with the issue of griefing. 
 
1) Each citizen can assign two demerits per 30 day period. 
1a) Each 30 days each citizen has the ability to be given one demerit by each citizen of Egypt. 
1b) The demerit can be re-assigned to a different person after it is initially given. 
1c) When the demerit is re-assigned, the demerit is removed from the person it was originally given to, and then given to the new person. 
1d) At the end of each 30 day period, all demerit points accumulated are reduced by 50% 
1e) In the event of a fractional division the demerits shall be rounded down. ie: 5.7 demerits after 50% reduction would become 5 demerits. 
 
2) At the end of each 30 day period, the 7 people with the most accumulated demerits will be put on ballot. 
2a) Should there be less than 7 people with 50 or more demerits, only those with 50 or more will be put on ballot. 
2b) No person with less than 50 demerits shall be eligible to be put on ballot. 
 
3) Once the citizens in question are put to ballot, if they recieve more than 2/3 popular vote against them they will be found guilty. 
3a) when a citizen is found guilty they will then be assigned the title Dung Carrier. 
3b) The Dung Carrier must then carry 400 Dung, known as Dung of Shame. 
3c) The only way to get rid of this dung is for other citizens to take it from them. 
3d) Each citizen may take no more than 3 dung from a Dung Carrier. 
3e) The Dung cannot be dropped or given by the Dung Carrier. 
3f) If a person takes Dung from the Carrier, it is then droppable as normal dung. 
3g) Each day 5 Dung carried by the Dung Carrier shall be removed automatically. 
3h) When all Dung is removed from the Carriers inventory, the title of Dung Carrier shall be lifted.
