A new Leadership test is proposed where, very early in the tale (lev 3), players would be able to elect a "Magistrate" that will be able to:

1) Initiate petitions before the technologies necessary to do so become available,
2) Create a "Magistrate Quorum group" of 7 magistrates that when formed can immediately place the proposed petition on a ballot for general election,

The election of a Magistrate would take place in the fashion of candidates establishing "Magistrate tables" across the Egyptian regions where residents can cast their vote of support. As for the majority of leadership test the cost of the Magistrate tables will not be excessive and reflect on the early stage of the tale.

3 candidates will be elevated to the 'Officium Magistratis' for each cycle of the test

There are limits to the above listed powers of the Magistrate. In the case of the power to initiate petitions each magistrate will be only able to initiate up to a maximum of 7 petition. This number will include also the petitions that may have not been created by the given Magistrate but that he/she supported as part of a "Magistrate quorum group" (when such quorum group has completed).

The activity relevant to the "Magistrate quorum group" will be defined as follow:
A Magistrate that carries a petition can seek the support of other magistrate to form a "quorum group" in the same fashion that a pilgrimage group can be formed. Each additional Magistrate that agrees to support the petition by joining the quorum group cannot support any additional "quorum group" until either he/she withdraws support from the quorum group or the quorum group completes (the petition is placed on the ballot for general vote).
A Magistrate can only support up to a maximum of 3 "quorum groups" during his/her Officium
A Magistrate cannot support a quorum group if either he/she already supported 3 quorum groups or if the number of petitions he/she initiated plus quorum groups he/she joined is equal 7.
