Basic Tech (nothing new to build), opens other technology, quick research. You can not learn this skill, it is just used to eventually lead to the ability to use Orichalcum Pellet as fuel. You can probably make the pellets before this tech is open, but not likely able to use it. Other possible uses are unknown as of this posting.
