Cicada Transport Act
While carrying cicada cage(s) the use of airships and any form of instant navigation (including but not limited to Wings of Horus, Spouse Warp, Navigation Travel etc) is hereby prohibited by law.
The only form of instant travel that will be exempt by the Cicada Transport Act shall be use of Expedition Travel as well as use of Chariots.
