+Towers that passed the test (that is, had the power for the specified number of days) can never be torn down. Towers that are the highest in the region ("have the power") cannot be torn down whilst they have the power. If they are overbuilt (hence lose their power) and didn't contribute to a test pass, they can be torn down for a complete refund of all materials used, except the canvas and rope used in the construction site. This also applies to a 7-cubit "principles" tower (note when the test first comes out, the first 7-cubit obelisk built in the region can hold the power and therefore can't be torn down for a refund of the obelisk materials, but otherwise, all 7-cubit principle towers can be torn down for a refund of all materials except the canvas and rope used in the construction site)
