For a new routine going north to an herb growing spot, the first 9 towers starting with Tower 2a, we need:

Increase the Cistern Mats
To increase the cistern capacity, we need:
Raise the Pump Mats (probably not needed)
To increase the pump height from 100 to 150 feet (can be in 5 foot increments), we need:
