The Inevitable Abandoned Property Act

A player is considered "active" if he/she has been online within the past 7 days, or online with a paid account within the past 49 days.

A guild is considered "active" if any of its Elders are active.

Any non-compound structure owned by an inactive player or guild may be claimed by any player, who gains ownership of that structure.

If a player has designated an heir in their will, and the heir is an active player, the heir gains ownership instead.

The heir of a guild is the heir of the most recently active Elder.
