Polution zoning.

Each player may build a single polution-limited zone marker. To build a marker they must build a sign, designate that sign as such and attach a cornerstone to it. The builder can add any additional text the sign has room for that they want. No one can build any buildings designated as "polution-limitable" within X coords of it. Pre-existing buildings are unaffected. The builder must announce on regional that they are building it and the location they are building it. The marker cannot be torn down without having been labeled to be torn down for 24 RL hours. After those 24 hours has passed anyone can tear it down and the building restrictions are gone. Anyone can add a cornerstone to a marker. Anyone can label a marker to be torn down if it has no cornerstones in it. If they label a marker to be torn down they must announce it on regional. If a marker has been labeled for teardown and someone inserts a cornerstone in it, then they can also remove the label for tear down. Cornerstones of quit or exiled players do not count towards this nor do cornerstones of players expired for more than 7 days. Future laws can add buildings to this list by simply saying "Building [name] is polution limitable" (in addition to any other terms the law has)
