Mines are generally considered both expesive to build, and stable when built. They do not collapse and in general help all of egypt to attain global, regional, and personal goals. Having mines be made public will encourage cooperation throughout Egypt.
There is a standing issue about mines being unlimited storage containers for ore, however at this point warehouses are an inexpensive way to store ore if that is a party's concern.

All currently standing mines will be made public.

All mines built in the future shall be made public.

The owner of a mine shall have the right to set a usage tax on the mines ore output. They may choose to keep 5, 10, 15, 20, or 25% of all ore mined by the public. Gems and coal are not retained in this fashion and go to the person using the mine.
