Empty Detonation Charges are made in the Skills > Assembly menu: "Put together an empty detonation charge."

Use

Load with explosives to cause an explosion.

When loading explosives you get a warning message that says "Are you sure? Arming a Detonation Charge is a one time thing that cannot be undone easily."

Once armed the Empty Detonation Charge changes to an Armed Detonation Charge and a Fuse can be added to trigger the boom.

Presumably an Armed Detonation Charge can be defused, but no option is available.
