A microphone is an object that is owned by a player or guild.  It takes 3 Microphone Fragments to create a microphone.  To assemble the fragments, click yourself > Skills > Assembly > Assemble a Microphone.  Now you have an Untuned Microphone.  In order to tune it, you click yourself > Special > Tune an Untuned Microphone.  A popup will appear where you can now name your microphone (i.e. E! or GOO).
