Pepper seeds are obtained from presents from the 2008 Christmas event and the Phoenix' Race.
Growing a pepper seed is listed as an achievement, but the exact method is unknown.
Research
I (Ashana) am going to be spending a lot of time figuring out what does NOT produce seeds. If you have any additional information (especially if at some point you grow a seed, even if you don't know what you did, or when (check your achievements)) contact me in game.
