The Rise Against (RA) Conspiracy

Landowners unite and rise against Sami and Wahim. We the citizens of Egypt propose to decentralize power following the death of Pharaoh to end the strife and famine in our realm. Power will be given to the regions and administered by a regional governor, selected by the landowners of that region. The governor will execute the powers given to him/her and will lead the region in proposals of new regional bills.


Out of character:

Regional Elections:

  1. Regional elections will be held once a real life month
  2. At a regional election 5 names will be allowed on the ballot
  3. To be placed on the ballot, you can request a ballot petition from the U of Leadership, the 5 individuals with the most signatures will be placed on the ballot.
  4. You must be a landowner of the region to request a ballot from the regions U of Leadership, to be placed on the ballot, and to retain the title of Regional Governor
  5. Only landowners of a region may sign the ballot petitions in their region
  6. New regional bills will also be voted on during the election, these bills are meant to provide powers to the governor in order to enforce the regional bills.
  7. Regional bill voting implementation will be decided by Teppy to reduce coding time for him and to reduce too many reduntant bills between regions. There must be the ability for a region to vote in a regional bill but another region to vote down a regional bill. The implementation must also only count votes in a region from region landowners
  8. Citizens are granted one vote per cornerstone they have installed in a building in the region

Regional Governors

  1. The length of office is one real life month
  2. You must be a landowner in the region. If you stop being a landowner your powers will expire
  3. If Teppy turns this into a test, getting your name on the ballot will pass the principles, winning the election will pass the test
  4. If Teppy turns this into a test, you may only be a regional governor once
  5. If Teppy turns this into a test, past regional governors will automatically pass, past impeachments will not be passed
  6. A citizen of a region may request an election to impeach a governor by creating a petition of impeachment and having 50% of the active landowners of a region sign the petition (players who have logged in within 7 days)
  7. If an impeachment petition reaches 50% active landowners signatures, an immediate reelection will reoccur with the top 4 ballot petitions and the current regional governor on the ballot. Also, the current regional governor will be stripped of their powers
  8. If a regional governor is voted out of office by an impeachment, they will be unable to run for the regional governor position again and will lose their “test pass” if Teppy implements this as a test

Landowners:

  1. A landowner is defined as a citizen of Egypt who has one of their cornerstones installed in a building in the region for longer than 7 days
  2. A landowner is given 1 vote per cornerstone in a region. That cornerstone must be installed in a building in the region for longer than 7 days to qualify as a vote
  3. Yes, this does give an advantage to those who bought a 6 month or 12 month package as they receive their 2nd and 3rd cornerstones earlier, and no, I pay month to month
  4. Whether we used cornerstones or paying customers as the criteria will not stop someone from purchasing multiple accounts to vote, cornerstones allow us to confirm what region an individual lives in or owns property in

Regional Bills:

  1. 1 week following the implementation of this bill, the first regional election will start for both regional governs and regional bills
  2. Egyptian landowners are encouraged to propose regional bills to give regional governors the ability to enforce social laws to pass tests or deal with the strife that Sami and Wahim are creating.

  1. To unite as regions to counteract the strife and drama created by Sami and Wahim
  2. To add another facet to the game by decentralizing power and establishing a regional law system
  3. To balance any abuses of power by turning this law into a test and impeaching abusers
  4. To provide a benefit for players to move to less populated regions
  5. To give incentive to Teppy to code this bill by adding an extra benefit for 6 month and 12 month subscribers

Regional Bill Examples:


Regional Bill 1: Regional Chat Code of Conduct

  1. A region may vote on a code of conduct for their regional chat on the forums
  2. The regional governor will uphold the code of conduct by being given the power to “squelch” a CoC abuser for one hour on regional chat
  3. There are no limits to the amount of times or frequency that a regional governor can squelch an abuser
  4. It is expected that if a regional governor abuses this power they will be impeached by the region


Regional Bill 2: Obelisk Queue Enforcement

  1. A region may establish an obelisk build queue
  2. The regional governor will uphold the obelisk build queue by specifying who can next build an obelisk that may compete in the “Test of the Obelisk”. If a player is not specified as the next builder by the regional governor, that players Obelisk may only pass the initiation, but may not compete to pass the test, nor will it increase the size limitations for the test


Regional Bill 3: Regional Politics Forum

  1. A region may build one townhall per region
  2. A regional governor who stands at the townhall may enable a regional politics chat for landowners of the region. This chat is only active when a regional governor is at the townhall and only regional landowners may participate in the chat


Regional Bill 4: Regional Voice

  1. This bill applies Egypt wide for all regions
  2. In order to encourage the story of decentralizing of power, regional governors may participate in the Story channel no matter where they are locating when Sami or Wahim activate the Story microphone. This is to give the regions a voice in the story, and compete with Sami and Wahim for power
