:A problem (from my perspective) with that bill is it flat-out blocks mining in a large chunk of Egypt.  On top of that, everyone who built a mine near uninhabited water will lose it entirely (or lose 60% of the cost with salvage 2) shortly after passage.  That law would have a stronger positive effect on pollution control (virtually eliminating it in most camps instead of cutting it to half of the time as this one would), but would have a strongly negative effect on mining and industry.  Both have pluses and minuses, but I feel one that puts limits on the most egregious cases without permanently taking things away from anyone is the safest first step --[[User:Zerda|Zerda]] 20:27, 26 December 2008 (EST)
