Guild Structure Preservation Act

[I'll implement this as a settable "level needed to tear down" on compounds and structures within -Teppy]

Introduction: Currently anyone above the rank of Member in a guild can tear down or salvage any guild structure they have permission to use. While trust is key to guild organization, we have all heard the tales of disgruntled players leaving destruction in their wake.

This law aims to protect important and/or expensive guild property in the following ways:

1) Any Elder of a guild can toggle a structure or compound as "preserved" (or "protected" or whatever language the devs wish).

2) Structures or compounds marked as "preserved" can only be torn down or salvaged by an Elder.

3) Marking a compound as "preserved" automatically sets all structures built within that compound as "preserved", and all future structures within that compound will start at "preserved".

4) The Elders of the guild will have the power to toggle the "preserved" status of any item on or off as desired.
