The Good Judge

Judges shall as soon as the enactment of this petition be allowed to help Egypt settle disputes that do not inherently require instant banishment from Egypt. Judges shall have certain powers that will help them enable these decisions. Judges shall be accountable for all actions they preform including the use of the System wide messaging system it record their actions.

This Petition sets out the backbone to the Judge system but doesn't regulate what Judges can and cannot do. Please use the Code of Conduct to set out what Judges should do and not do.

§ Positions:

Egypt will have two Judges per Region. Each position is randomly filled from applications to become a Judge. No Judge has sway with what Region they will be representing.

§ Appointment:

At the opening of this Petition, requests for players across Egypt shall be asked to visit a University of Leadership to collect a Petition of Judgment. This Petition will allow the holder to collect 50 signatures that will accept this Player as a person who has 'good sound nature to govern Egyptian Laws' and perhaps become a Judge.

When a Petitioner obtains 50 signatures on the Petition, he or she returns it to a University of Leadership, and may be recognised as one of the first Judges of Egypt.

When the call is issued the first 52 Players who met these standards will be entitled to an Egyptian wide vote to choose 26 of these Players to earn the title of "Judge". Instead of one big vote, the game shall split the players into two groups by random means. From the first group players must chose 13 Players that are of 'Good sound nature', and reject the rest. The second group follows one week after the first, in which the same process is repeated.

§ Voting:

A petitioner whom has met the criteria of §Appointment, proceeds to an Egyptian wide vote system. Players of a paid status may vote in a Judge by using a YES/NO system. The question being answered is:

"Do you believe {PlayerName} to be of good sound character, and will govern Egyptian Laws without bias?"

To be accepted as a Judge, the Players who are running to become a Judge must obtain enough YES votes to proceed and become an actual Judge. This is done by the highest number of votes ranked from highest to lowest.

In an event of a tie, that would see to many Judges become elected, the lowest place where a tie happens shall be recast. This means a new different vote is needed. Players again have three Egyptian Days to vote in from the tied players who is needed to fill the required slots. How many Judges are needed to fill all positions shall be chosen from the highest placed ballot.

In the event of another tie, the Judges lose their Petition and have to again find 50 new people to to sign their Petition of Judgment, the lack of Judges become Vacancies.

§ Vacancies:

When one or more Vacancies have opened, current Judges are able to start a new wave of Votes. Judges visit a University of Leadership and say how many Judges they require, once submitted Players are again able start the process of becoming a Judge.

The only exception is that instead of having a number cut off point, players are given one (earth) week to get enough votes to be placed on an Egypt wide vote.

If the number of people who apply is the correct number of Judges, or is not enough Players who signed up. They instantly become one of the new Judges.

§ Duty:

A Judge shall have a Duty to provide Egypt with solutions to make peace where others have done a wrong. While there are currently no laws governing what laws a Judge may follow, it is considered that a Judge must follow where possible all Code of Conducts created by players.

Where there is obvious differences in what a Code of Conduct states, the Judge has final rule over which Code of Conduct to choose. The reason(s) for this choice do not need to be known by public members, but it should be considered best to share this information publicly.

§ Powers:

Move Structures:
Any structure dependent on its location (ie Mines), or belonging to a Test (ie Obelisks), or relating to a Compound of any size may not be moved.

Destruction of Structures:
Structures are able to be torn down in which are not for the purposes of completing a Test (ie Obelisks). Developers at the time of the Petition are allowed to veto current structures as they please, new structures will hopefully have a discussion on whether or not it is allowed to be torn down Judges.

Exile to Prison:
"Prison" shall be used to force players that are either needing to collect resources, or require to serve a time (non-permanent) away from Egypt in a location that the exiled player is not able to interact with Egypt. Judges also get free travel into the Prison Realm.

Teleportation:
All Judges are assigned to a certain region. Judges shall have the ability to Warp to the University of Leadership in which they have been assigned to. While free teleportation is considered a right of passage for a Judge, teleportation back to their orginal location can only happen once every [real] day. Developers shall of course monitor the usage of this feature and if they believe this power is being abused, the Judge should be considered instantly removed from the position; if not banned from the game.

§ Titles:

Judge; a player who on upon successful voting measures is able to access the powers of a Judge, may be allowed to turn on (and off) a title banner in which provides them with the title "Judge {PlayerName}". When enabled the player should also have displayed a special name banner in which only Judges and Retired Judges are able to access.

Retried Judge; similar in all ways to Judge, except the title will display "Retired Judge {PlayerName}". Retired Judges shall also at their choosing be allowed to display this title along with the name banner in which a Judge is also able to use.

§ Retirement:

Any Judge may retire at any point from their reign of Power. To do this, a Judge Visits a University of Leadership and applies to leave the Council. Having provided a confirmation of inputting text into a dialog box they are removed from Council and are not allowed to join the Council at a later stage.

Retired Judges lose all powers except the ability to travel to the Prison Realm free of charge. They are also able to help maintain the Prison realm and still create needed structures provided they are inside the Realm.

§ Removal of a Judge:

Removal of a Judge requires a Petition to be collected from the University of Leadership. A Petition of Demotion is collected which states the name of the Judge players wish to demote requires 50 registered signatures, and two Judge Signatures. Judges can not sign as a normal Citizen, so if their Signature is not needed to be placed on the petition as a Judge, they are not able to sign the Petition.

A Judge that has been stripped of their Power loses all their powers, including the title and may never run for election of a Judge again.

§ Prison:

Prison is a new realm created for Judges. Judges have the ability to visit the island free of any travel costs. Judges have the power to Exile both Trial and Paid players to this realm if found guilty of a crime and it is discovered that a prison sentence is needed.

Players are able to visit the island, can help the Prisoner gather needed resources, but this requires a cost. ((Suggestion is similar to a Conflict Shrine in which warps players to the Conflict Games)).

The realm will require all flat land, large enough to house collectible materials including (but not limited to) Clay, Limestone, Tar, Red Sand.

No structures can be built by any player excluding a Judge. For this reason a Judge shall whenever in the Prison Realm have the ability to build for free the structures they require. Where possible Structures shall not suffer from decay, environmental damages, furthermore structures are exempted from all repossession type laws, and must remain the property of all Judges. Structures built in this realm can only have a setting of Public so all inmates may use them.

Judges may for some reason require the need of Mine usage. While Prisoners are not able to learn Skills or Technology, they should be able to use such things as Mines, Quarries or other items that require special terrain features. It is suggested that to avoid exploitation of new features of these structures that they use Tale 3 code.

Nothing is allowed to be brought into the realm by ANY Player. Nothing is allowed to leave the realm. Judges may require the ability to have an option of "Delete my resources" in which using this option deletes all the resources they currently hold in their inventory. This is for the purpose of ensuring another Prisoners do not use items obtained by another player.

With acceptance with Developers Resources gathered in the Realm may be brought from the Realm and into Egypt with a Tax of 50% less the Resources collected.

It a the Judges responsibility to remove an exiled player from the realm. It is not automatic.

The maximum time spent in the Prison realm shall never exceed longer than three real life weeks.
